Separately, stir sugar together with cocoa powder. Add by spoonfuls the cocoa mixture to whipped cream and continue to beat until its texture is like mousse. Spoon chocolate mousse to about 1/3 full into prepared wine glasses. Next, layer with chopped peaches. Spoon mousse over peaches. Now sprinkle with wafer crumbs and layer with mousse.
